The United States welcomes the signing of the – of last week’s agreement between President Isaias of Eritrea and President Guelleh of Djibouti and support the efforts of His Highness The Amir Hamad bin Khalifa Al-Thani of Qatar to mediate the border dispute between the two countries. We view this agreement as an important first step towards achieving renewed peace and stability in the region, and urge Eritrea and Djibouti to work together on a rapid, peaceful, and sustainable settlement.

The Embassy of the United States of America welcomes the signing of the June 6, 2010 agreement between President Isaias of Eritrea and President Guelleh of Djibouti allowing the State of Qatar to mediate the border dispute between the two countries. The Embassy views this agreement as an important first step toward achieving renewed peace and stability in the region. It is encouraging that the two countries have shown willingness to resolve this dispute peacefully. The Embassy urges Eritrea and Djibouti to work together for a rapid, peaceful settlement.

Text of Eritrea – Djibouti Agreement

The President of the Security Council presents his compliments to the members of the Council and has the honour to transmit herewith, -for their information, a copy of a letter dated 7 June 2010 from the Charged affaires a.i. of the Permanent Mission of Qatar to the United Nations addressed to the President of the Security Council, and, its enclosure.

This letter will be issued as a document of the Security Council under the symbol S/2010/291.8 June 2010

I have the honour to enclose herewith, a letter dated 6 June 2010 addressed to Your Excellency from His Excellency Sheikh Hamad bin Jassim bin Jabr AI-Thani, Prime Minister Minister of Foreign Affairs of the State of Qatar, with its enclosure, the Executive Document of the Agreement concerning peaceful settlement of the border dispute between the State of Eritrea and the Republic of Djibouti, signed on 6 June 2010 by His Excellency the President of the State of Eritrea and His Excellency the President of the Republic of Djibouti.

It would be highly appreciated if the letter and its enclosure are circulated among the members of the Security Council for their information.

Excellency,

It gives me pleasure to inform Your Excellency that the Governments of the State of Eritrea and the Republic of Djibouti have agreed to entrust the State of Qatar to undertake mediation efforts to reach a resolution to the border dispute between their countries through peaceful means. The Presidents of the two countries have signed an agreement for this purpose, which was also signed on behalf of the State of Qatar as mediator and witness, by His Highness Sheikh Hamad bin Khalifa AI-Thani, Emir of the State of Qatar.

In this agreement, the two countries have agreed, based on the strong relations between both of them and the State of Qatar, to authorize the mediator with full powers to issue a document for work implementation containing legal and technical actions as well as mechanisms as he deems fit for a final and binding resolution of this border dispute, and have confirmed their acceptance of the said document to be announced by the State of Qatar and of the ensuing resolution.

I would like to add that the State of Eritrea has withdrawn from the disputed border areas-such withdrawal not to be considered a recognition of any rights until the final resolution of the dispute in accordance with the Agreement. The State of Qatar has verified the withdrawal through the deployment of its forces in the border areas. It will supervise the monitoring of the border until a final decision is reached regarding the dispute settlement. In the process of the implementation of the agreement, the State of Qatar also intends to form a committee under its chairmanship with the membership of the two parties to select and appoint, with their consent, a global company to demarcate the borders according to the provisions of international agreements and rules on border delineation that the two parties are bound with. The issues of the POWs and the missing persons will also be settled under the supervision of the State of Qatar.

I would appreciate it if Your Excellency see to it that this letter is brought to the attention of all members of the Security Council.

The Government of the State of Eritrea and the Government of the Republic of Djibouti, hereinafter referred to as the "parties",

Having considered the request by His Excellency the President of the Republic of Djibouti that His Highness the Emir of the State of Qatar intervene to resolve the dispute between the Republic of Djibouti and the

State of Eritrea,

Based on the strong relationship between both countries and the State of Qatar,

Desirous to entrust to the State of Qatar to undertake mediation efforts to reach a resolution of the border dispute between them through peaceful means,

Expressing deep appreciation to the State of Qatar for accepting the mediation,

Have agreed to authorize the mediator, His Highness Sheikh Hamad bin Khalifa AI-Thani, Emir of the State of Qatar, with full powers to issue a document containing legal and technical actions as well as mechanisms as he deems fit for a final and mutually binding resolution of this border dispute, and accepted the work document that will be announced by the State of Qatar and the ensuing resolution.

Executive Document of the Agreement

Sheikh Hamad bin Jassim fin Jabor AI-ThanL the Prime Minister and Minister of Foreign Affairs of the State of Qatar. announced that based on the authorization of H.E. President Isaias Afewerqi, President of the State of Eritrea, and H. E. President Ismael Omar Guelleh, President of the Republic of Djibouti. to His Highness Sheikh bin Khalifa AI-Thani to resolve the boundary difference between them,

Noting by the State of Qatar the withdrawal of the State of Eritrea from the boundary areas subject of the difference, provided that will not constitute recognition of any rights until the final settlement of the difference in accordance with the Agreement, and the verification it carried out,

Implementing the instructions of His Highness the Emir,

The following Executive Document of the Agreement has been issued:

Article(l).

A Committee shall be established under the Chairmanship of Sheikh Hamad bin Jassim bin Jabor Al-Thani, with one representative from each of the Parties to resolve the boundary difference in accordance with the authorization given by the Two Parties to the State of Mediation. The Committee shall nominate and appoint with the agreement of the Parties one of the world companies to carry out the demarcation of the frontiers between the two countries, in accordance with the principles and rules known internationally on frontiers demarcation and in a manner conforming to the agreements and the international rules on delimitation of borders binding upon their respective countries. The Chairman of the Committee may establish committees and have resort to any person he deems appropriate, whether from politicians, technicians, professionals or lawyers, to complete the tasks of the Committee.

Article(2).

The Committee shall aim at putting to an end the frontiers difference between the Parties. and the demarcation of the frontiers between their respective countries in a manner which would serve the relations of good neighbourliness.

Article (3).

Each Party shall provide the State of Qatar with a list containing the number and names of POW's detained by it, if any, and also a list containing the number and names of missing persons. The exchange of POW's between the two countries shall be made, and each Party shall investigate the fate of missing persons. All this shall be done under the supervision of the State of Qatar.

Article (4).

Each Party shall provide the State of Qatar with all the information, documents, and instruments which would facilitate the work in order to present them to the world company entrusted with the demarcation of the fronries.

Article(S).

The world company agreed upon to demarcate the frontiers shall present the outcome of its work to the Committee referred to in Article(1) of this Document. and the decision of the Committee shall be final andI binding upon the Parties.

Article (6).

The State of Qatar, in its capacity as Mediator in resolving the dispute between the two Parties, shall supervise the monitoring of the borders until such time as the final decision of the Committee referred to in Article (1) of this Document on the settlement of the dispute is announced.

Article(7).

The State of Qatar shall deposit this Agreement and the Executive Document of the. Agreement on the settlement of the boundary difference with the United Nations, the League of Arab States and the African Union.





Eritreans and Ethiopians Working for Peace in the Horn of Africa

At this stage there is a clear consensus amongst the people of the Horn of Africa that peace must reign in the region. Peace must prevail to revive the cultures, way of life and traditional values of the region. There is a consensus that if the effort for peace fails, the region will be hell on earth. Absent of peace, the people of the region will suffer for generations. The region will be fragmented broken to pieces without any hope of an organized future that can offer any semblance of hope for the people. Our children may not get the best education money can buy because educational infrastructures may not be developed. Perpetual cycle of poverty will pervade subjecting successive generations to starvation and raising malnourished desperate kids that will know nothing else but guns.

There is a consensus the minority mercenary regime of Meles Zenawi is the only hurdle to peace in the region. In order to maintain a firm grip of power, Meles Zenawi is using destructive, inhumane and divisive strategies that will have far reaching consequences for generations to come. It is not hyperbole to state Meles Zenawi is the most dangerous leader the Horn of Africa has ever-seen. Meles Zenawi is dangerous because he is not accountable to the people of Ethiopia. He betrayed the people and leadership of Eritrea. He is responsible for untold bloodshed and destruction that is taking place in Somalia. In the name of peace-keeping, Meles Zenawi is also directly involved in the conflict in Sudan; and not for the interest of Ethiopia! There is also a consensus in Ethiopian circles that the ethnic division he created can engulf the nation into unmanageable ethnic strife.  In addition, his reckless policies in the Ogaden and the religious implication that it has for future stability of the region is downright scary. Not to mention the fact that he invaded Somalia, an Islamic country, while selling Ethiopia as a Christian nation thus becoming the main reason behind the rise of religious extremism and setting a dangerous precedent. There is a consensus amongst Ethiopians that they do not want to be a party to this craziness.  

There is a consensus that Meles Zenawi will use any and all measures at his disposal to achieve his self-serving goal. He will resort to violence, intimidation, trickery and leverage of all the powers at his disposal. He will sacrifice all including his mother. There is nothing he will not do to remain in power. He will lie, cheat, kill, buy and sell any one or any thing.

There is a consensus that the minority regime of Meles Zenawi is not trustworthy, and that one can not work with the TPLF gang with any kind of trust. There is consensus there is no principle that governs this gang. The only thing that interests the gang is its power and money.

The Good News

In a fundraising event Dr. Haile Mezghebe made remarkable statement that all Africans need to remember. He said, paraphrasing;

{I went to school and I was exposed to a unique approach of dealing with issues. I learned from my teachers that if there are ten issues on the table and they disagreed on all but one, they started to work with one issue that they agree-on and work towards the others. But to the contrary; most Africans do it the opposite. If they agree on all nine issues and disagree on one, that one issue destroys all hopes of working towards resolving the other nine issues.}

The one thing that the overwhelming majority of the people from the Horn o Africa agree is Meles Zenawi and his cronies must have gone. “Yesterday”! To that end, Eritreans and Ethiopians are working together. In a sense, the UNjust Sanction measure imposed on Eritrea is a blessing in disguise because it gave the friends of Eritrea to say this is a good place to start a lasting relationship, friendship and working relationship. By marching with Eritreans they want to set a precedent for generations, to show them ways in which they can cooperate. To use it as a platform for future cooperation as we work to address in a collective manner on the issues. To establish forums in order to educate the public; to exchange ideas, and to mobilize so as to own one-voice our-voices as we address US Congress and to fight the voices of the hired lobbyists to politically eliminate Weyane.  This will give the people in the region hope and, it possibly could inspire them.

The only way to defeat Meles Zenawi and his Weyane gang is with waging peace and harmony amongst the people of the Horn. The interest of Weyane is only served by hegemony, war and strife. That is what he gets paid to do and does it well because a United Ethiopia, United Somalia and United Eritrea are threats to their power. The minority clique needs to divide people along ethnic, regional and religious lines to survive. That unfortunately is detrimental to the future of the people in the region.    

This is what we all need to know if we want to see this despotic Hitlersque characters and his likes gone. We need to start fresh for the sake of peace, understanding and better future of the region. That is why we need to let the leaders of our communities know that they need to show solidarity and urge them to stand alongside all the people in the region when they stand for justice and against injustices. To show they are willing to get out of their comfort zone and take a risk for unity, justice and peace. Conversely, the community, civic and other concerned leaders need to assure their people it is time to work for peace because peace is the worst enemy of Weyane.

Therefore, I take this opportunity to thank those who worked tirelessly, like community organizer extraordinaire Ato. Neamin Zeleke, that encouraged their constituency to use the upcoming march in DC and around the world as a staging ground towards a great working relation and friendship with Eritreans. It is great that many websites advertised the march on their websites.

That is a sign of a new day, a great future and most importantly it will give Weyane a headache. It should also be a sign that united we will regain the respect that we lost. Meaning, we will honor agreements, stop the election charades that convicts to death in absentia and bring sanity back to the region.

Twenty years after the liberation from Ethiopia, Eritrea, Africa's youngest nation, has emerged as strategically vital to the stability of the region and the wider global agenda.

Eritrea is struggling to balance the needs of its people with the perceived threats to the nation.

Al Jazeera's Jane Dutton conducts a rare interview with Isaisas Afwerki, the president of Eritrea.

Al Jazeera confronted him with the allegations about Eritrea's ties with Iran, Hamas, al Shabab in Somalia and rebel groups in Sudan and Houthis in Yemen.

"This is a deliberate distortion of facts, where is the evidence, these are fabrications, where is your evidence?", he said.

"How possibly could one blame Eritrea for sympathising or supporting one group over another in Somalia we have never done that." he said.

When asked about Eritrea's relation with Ethiopia today and the border dispute he said: "This border issue war was a senseless conflict instigated by the US.

"It is a cover up for the failures of the misguided policies of the United States in the horn of Africa for the last 20 years.

"It is not a problem with Ethiopia we have worked with these people for almost two decades to remove a government in Ethiopia, and we want to see a relationship between Eritrea and Ethiopia based on mutual respect and common interest," he said.

"There is no presence for Iran in this region, Eritrea is not for sale, not for Iran, Israel, the United States or anybody," he said.
